He doesn't have a washing machine and can't afford to buy one, which means that he is struggling to keep his clothes and bedding clean. This is causing him further problems as he can't rely on having clean clothes to leave this house in, due to struggling to afford to visit a launderette. A washing machine would mean he can keep his clothes clean.
