L, who moved into her own flat two years ago, suffers from anxiety and finds it hard to talk to people. She is on a low income, and is need of a hall and landing carpet as the property has has a concrete floor which she mops every day to keep clean. L is in financial debt and so is her mother, so there is nobody to ask for help. A church member took a food parcel and a small heater to help keep her warm, and noticed that there was no flooring.
