£0 remaining for a living room carpet

Having just been given the tenancy of a local authority flat, P, who attends our warm space, is on Personal Independence Payment benefit. There are no floor coverings in the new flat and the floors are concrete. P would like to have a carpet fitted to the living room floor. He will use rugs that he already has on the other floors.
