K has been referred to us by the council housing officer. The Council have removed the carpets in her council house due to their health and safety policy, and they are refusing to provide replacements. K has no money to purchase carpets herself and, with five young children to care, is unlikely to be able to save to afford them. She also worries about how cold it will be in the winter for the children. This amount would be used to carpet the bedrooms for the kids and any left over would buy rugs.
