O has a high debt level, including serious rent and council tax arrears that are badly affecting his mental health and he has contacted his doctor for help. He has approached StepChange for debt advice and a Debt Relief Order is recommended for a fresh start, but he is unable to raise the fee on Universal Credit If O can have a fresh start with his finances, it will go along way to help his mental health, and allow him to deal with other personal issues he is struggling with.
