M has recently been housed by the local authority, and is at last able to put some order into his life. However he is on a very low income and can barely afford the basics. He has two specific needs: the first is payments for access to his daughter at the Children's Contact Centre. This is a payment of £10 each time. The second is for gas and electricity, which is currently beyond his means. The sum requested will be divided between the two.
